HEPC 2012 - More degrees, higher quality learning: How do we get both?

The completion agenda, aimed at increasing the number of Americans with career certificates or college degrees, and closing attainment gaps for traditionally underrepresented populations, is underway nationwide. Progress is being made on the overarching goal of increasing output and efficiency in public colleges and universities. Yet, concern is being raised that without other changes there may be a tradeoff between the number of degrees and the quality of those degrees.
