Andy Carlson

Vice President of Finance Policy and Member Services

Andy Carlson joined SHEEO in September 2011. He serves as vice president of finance policy and member services. Mr. Carlson works on various initiatives including the Adult Promise Pilot Program, and the Tuition, Fee, and Financial Aid Policy survey. Mr. Carlson previously served SHEEO as a policy analyst, senior policy analyst, and principal policy analyst. Prior to joining SHEEO, Mr. Carlson worked for six years at the Colorado Department of Higher Education (the state’s coordinating board) as the budget and financial aid director. In addition, he was responsible for the collection, analysis, and presentation of institution-level financial data, including tuition and fee revenue, student FTE, and detailed revenue and expenditure reporting. He holds an M.P.A. from the University of Colorado Denver and a B.A. in history from Indiana University. In his free time, he enjoys skiing, hiking, trail running, and playing in the mountains. Other interests include trying to keep up with his toddler twin girls.

Adult Promise

In 2016, the State Higher Education Executive Officers Association (SHEEO) received support from Lumina Foundation to assess the interest in and feasibility of creating promise-type aid programs geared toward non-traditional, adult students.
