New Strong Foundations report examines state efforts in understanding rurality in higher education

A new report from the State Higher Education Executive Officers Association (SHEEO) looks at how state higher education agencies are collecting and using postsecondary student unit record systems. Informed by a 2025 survey of state higher education agencies, the report, Strong Foundations 2025: Insights into State Postsecondary Rural Data, has a special emphasis on state data efforts for rural learners and institutions. The new report summarizes key findings from the survey, highlighting how states use data to advance policy and outcomes for rural communities. 

The Strong Foundations 2025 survey examines the extent to which state agencies collect and use rural data, the catalysts for their work, and the challenges and opportunities they encounter in using this information to inform policy and practice. The data provides improved insight into state rural contexts – both on the ground realities and the potential and limitations of current data systems to inform and reflect those contexts.

Thirty-seven percent of agencies said they collect or use data related to rural learners, rural institutions, or rural-serving institutions; however, most respondents (87%) said they do not have formal definitions for these categories. Defining rurality was the most cited challenge in conducting rural data work. States are drawing on a variety of sources to analyze rural learners, such as the U.S. Census Bureau, IPEDS, the U.S. Department of Education, and their state economic development offices, among others.

“For both rural learners and the institutions that serve them, geography and socioeconomic conditions are central to postsecondary opportunity and to the vitality of rural communities more broadly,” said Stephen Mayfield, Senior Policy Analyst at SHEEO. 

“Research shows the notion that proximity to college matters,” said Jessica Colorado, Senior Policy Analyst at SHEEO. “For rural-serving institutions, rurality presents challenges in resources and capacity, even though those institutions have deep importance to their communities.”

State higher education agencies were asked about the types of data they are collecting, their connections to other state agency data systems and state longitudinal data systems (SLDSs), data disaggregation, and the collection of data elements.

About the position

SHEEO is seeking an Executive Assistant & Operations Manager to support the organization’s leadership team and help ensure smooth day-to-day operations across the organization.

Reporting to the Senior Vice President and Chief of Staff, this role plays a central coordinating function within the organization by helping manage leadership schedules and communications, coordinating meetings and logistics, and maintaining administrative systems that support an efficient workplace.

This position is ideal for someone who enjoys working at the center of a small, mission-driven organization—supporting senior leaders, coordinating complex logistics, and helping colleagues stay organized and productive.

Key Responsibilities – Executive and Administrative Support

  • Provide executive and administrative support to the leadership team, including managing calendars, scheduling meetings, and coordinating leadership availability across internal and external commitments.
  • Prepare meeting agendas, materials, and correspondence.
  • Track priorities, deadlines, and follow-up items from meetings and projects.
  • Maintain contact lists, internal records, and shared documentation.
  • Communicate clearly and professionally with staff, members, and external partners.
  • Anticipate scheduling or logistical needs and help leadership stay organized and prepared.

Key Responsibilities – Organizational Operations

  • Help ensure consistent administrative processes across staff working in two offices and remotely.
  • Coordinate day-to-day office operations, including vendor and building management; office services; and maintaining office supplies, inventory, and shared resources.
  • Help maintain and improve administrative systems and internal processes.
  • Assist with recruitment and onboarding logistics, including scheduling interviews and coordinating onboarding activities.

Key Responsibilities – Meetings, Events, and Member Engagement

  • Serve as a professional point of contact for SHEEO members and partners.
  • Support planning and logistics for SHEEO meetings and convenings, including assisting with registration processes, participant communications, and meeting materials; and providing logistical support for SHEEO’s annual Higher Education Policy Conference.
  • Support scheduling and coordination of site visits to SHEEO member agencies.

Qualifications:

We are looking for someone who brings a mix of organization, professionalism, and initiative with a strong member-service mindset. Ideal candidates will have many of the following: 

  • Five or more years of experience in an executive assistant, administrative, or operations role in a professional office environment. 
  • Strong organizational and time-management skills.
  • Excellent written and verbal communication skills.
  • Professional judgment and discretion when working with senior leaders and external partners.
  • Proficiency with Microsoft Office and virtual meeting platforms such as Zoom or Microsoft Teams.
  • Comfort learning web-based tools (experience with platforms such as Mailchimp or Cvent is a plus).
  • Experience in nonprofit, association, higher education, or public sector environments is a plus.

Location and Travel:

This position is based in Washington, D.C., and is eligible for a hybrid remote/in-office work schedule. Occasional national travel is required to support meetings and events.

Salary range: $65,000 to $75,000, commensurate with experience.

About the position:

SHEEO is seeking a Senior Policy Analyst to support research, analysis, and policy engagement related to state higher education policy. The Senior Policy Analyst will lead research projects, produce policy reports and presentations, and work closely with SHEEO member agencies and national partners to advance evidence-informed state policy.

This role combines policy analysis, project management, and member engagement across a range of issue areas that may include college attainment, student success, data systems, workforce development, and higher education finance. The Senior Policy Analyst will manage projects; develop publications and presentations; collaborate with partners; and contribute to SHEEO meetings, conferences, and member support activities. The successful candidate will work closely with SHEEO member agencies and national partners to support states in advancing effective higher education policy and improving student outcomes.

Primary Duties and Responsibilities:

  • Conduct analysis and research on state higher education public policy to inform decision-making and support effective public policy.
  • Develop briefs, reports, presentations and other products that translate analysis and research into accessible insights for state higher education leaders.  
  • Provide technical assistance to SHEEO members on a wide range of policy and practice issues. 
  • Manage projects and grants, ensuring milestones are achieved and deadlines are met.
  • Represent SHEEO at state, regional, and national meetings and events, and contribute to planning and execution of convenings.
  • Build and sustain collaborative relationships with SHEEO member agencies and partner organizations. 
  • Identify new opportunities for new projects and funding partnerships. 
  • Monitor emerging trends in public higher education and contribute to SHEEO’s strategic priorities. 

Qualifications, Skills, and Experience

We are looking for a combination of the following:

  • A master’s degree in higher education, public policy, or related field.
  • At least five years of progressively responsible experience in policy analysis, research, or a comparable role. 
  • Demonstrated knowledge or analytical expertise in areas such as educational attainment, student success, state data systems, workforce alignment, or postsecondary finance. 
  • Experience analyzing state policy, administrative data, or education systems and translating complex findings into clear insights for policymakers and practitioners.
  • Experience managing projects or supporting collaborative initiatives, including coordinating timelines, meetings, or policy convenings.
  • Experience preparing policy briefs, research reports, presentations, or other policy publications.
  • Strong analytical, critical thinking, and problem-solving skills, with sound judgment and attention to detail.
  • Experience working with state agencies, higher education systems, national policy organizations, or philanthropic partners is strongly preferred.

Travel

With offices in two locations and members across the nation, the Senior Policy Analyst will travel periodically to events and meetings.

Salary and Benefits

The salary for this position will be commensurate with the candidate’s education and experience, with an anticipated range of $85,000-$95,000.
